The purpose of this notice is to identify two separate but related actions to be taken by the County of Ramsey. On or about April 13, 2018 the above named County through its Housing and Redevelopment Authority will request the U.S Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974, as amended (PL-383) for following project: 

Project Title: Edison Apartments 

Location: 1744 Terrace Drive, Roseville, MN 

Purpose of Project: Affordable Housing 

Estimated Cost: $420,000 from HOME Investment Partnerships Act funds. 

FINDING OF NO SIGNIFICANT IMPACT 

It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the above named County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 and other related laws and authorities. 

The reasons for such decision not to prepare such a statement are as follows: 

Review of the project shows no significant negative impacts on the environment. An environmentally friendly operation, the project is compatible with the site, provides new affordable housing and enhances the city’s economic base. 

An Environmental Review Record (ERR) that documents the environmental determinations for the projects is on file at the above address and is available for public examination and copying , upon request, at 250 Ramsey County Courthouse during the hours of 8:00 am to 4:30 pm, Monday through Friday. The release of Federal funds will not take place before April 29, 2018. 

PUBLIC COMMENT 

All interested agencies, groups, and persons may submit written comments for consideration by the Ramsey County Housing and Redevelopment Authority or the County Manager. Such written comments should be received at Suite 250, Ramsey County Courthouse on or before April 12, 2018. All such comments so received will be considered, and the County will not request the release of the Federal Funds nor take any administrative action on the project prior to the date specified in the preceding sentence. 

RELEASE OF FUNDS 

Ramsey County will undertake the project identified and described above with HOME Investment Partnership Program (HOME) funds from the Department of Housing and Urban Development under the National Affordable Housing Act of 1990 (NAHA). Ramsey County will certify to HUD that it consents to accept the jurisdiction of the Federal courts if action is brought to enforce the responsibilities in relation to environmental review, decision making and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Ramsey County may use CDBG and HOME funds for the project and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. 

OBJECTIONS TO RELEASE OF FUNDS 

HUD will accept objections to its release of funds and the RE’s certification for a period of fifteen days following the anticipation submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the certifying Officer of the Name of RE; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR part 58 before approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD/State grant administration office at Address of that office. Potential objectors should contact HUD/State to verify the actual last day of the objection period.
