ORDINANCE NO. 14- 01A CITY OF WEST ST. PAUL DAKOTA COUNTY, MINNESOTA AN ORDINANCE AMENDING SECTION 415 OF THE WEST ST. PAUL CITY CODE RELATING TO SIGNS SECTION 1. AMENDMENT. The West St. Paul City Code is hereby amended .as follows: 415.13. Temporary Signs Subd. 1. Temporary Commercial Speech Signs. a. Temporary Commercial Speech Signs must be located on the permittee's property and must refer only to the business, industry, or pursuit conducted on or within the premises on which the sign is erected or maintained or a noncommercial message. b. Every Temporary Commercial Speech sign must be safely and securely anchored and supported. c. Temporary Commercial Speech Sign permits may be issued up to the maximum length of time as follows i. For an existing business, a maximum of two (2) temporary Commercial Speech Sign permits may be issued to each business establishment each calendar year for up to thirty (30) days each. ii. For a new business or for the reopening of an existing business, a Temporary Commercial Speech Sign permit may be issued for up to fortyfive (45) days. Thereafter, a second permit may be issued for up to an additional 30 days. iii. For purposes of this section, the following definitions shall apply: 1) "existing business" means a business that is not a new business; 2) "new business" means a business that has been in existence at the location requested for 12 months or less; 3) "re-opening of an existing business" means a business that has been under new ownership for 12 months or less. d. The maximum area of a Temporary Commercial Speech Sign shall be forty-eight (48) square feet and the maximum height of a Temporary Commercial Speech Sign shall be eight (8) feet. e. No more than two (2) Temporary Commercial Speech signs may be located on any one lot or premises for the same topic, location, event, or matter. f. A Temporary Commercial Speech Sign must be removed within twentyfour (24) hours after the expiration of the permit. Subd. 2. Temporary Real Estate and Leasing Signs in Business and Industrial Districts. New Construction. Temporary Real Estate and Leasing Signs advertising new construction are permitted subject to the following requirements: i. one sign is allowed per street frontage; ii. sign(s) may not be erected until construction begins; iii. sign(s) must be removed if property is sold or leased, or removed within 12 months after commencement of construction, whichever occurs first; iv. the maximum area shall be thirtytwo (32) square feet; v. the maximum height shall be eight (8) feet; vi. sign(s) shall be freestanding or wall mounted; vii. all free-standing signs shall be setback a minimum of five (5) feet from all property lines and properly secured into the ground as deternined by the Zoning Administrator; b. Existing Buildings. Temporary Real Estate and Leasing Signs for existing buildings are permitted by means of one of the following options: i. freestanding incorporated sign: 1) the principal freestanding sign shall be architecturally modified to accommodate one Real Estate or Leasing sign within the perimeter of the existing conforming freestanding sign; 2) the maximum area of the Real Estate or Leasing Sign shall be determined by the gross square footage of the building(s) as follows: Building(s) Gross Square Footage Sign Area less than 20,000 15 square feet 20,000 - 100,000 20 square feet greater than 100,000 25 square feet ii. freestanding sign: 1) one Real Estate or Leasing Sign is allowed per street frontage; 2) the maximum area of the Real Estate or Leasing Sign shall be determined by the gross square footage of the building(s) as follows: Building(s) Gross Square Footage Sign Area less than 20,000 12 square feet 20,000 - 100,000 16 square feet greater than 100,000 18 square feet 3) the maximum height shall be eight (8) feet and maximum width shall be six (6) feet subject to the size requirements outlined above; 4) the sign(s) shall be secured into the ground as determined by the Zoning Administrator; and 5) the minimum setback shall be five (5) feet from all property lines; iii. wall mounted sign: 1) one or two story buildings: a) one wall sign is allowed per property; b) the maximum size of the Real Estate or Leasing Sign shall be determined by the gross square footage of the building(s) as follows: Building(s) Gross Square Footage Sign Area less than 20,000 12 square feet 20,000 - 100,000 16 square feet greater than 100,000 18 square feet c) the sign shall be directly anchored to the building wall. 2) three or more story buildings: a) the maximum area shall be thirty (30) square feet; b) the sign shall be directly anchored to the building wall; and c) the sign shall be displayed on the building's third story or above. c. Real Estate or Leasing Signs up to thirty-two (32) square feet in size will be permitted until the property is sold or leased instead of Option 2 or Option 3 above if the standards in either i. or ii. below are met: i. business or industrial property directly abutting Highway 52; or ii. the principal structure is greater than four stories. Subd. 3. Optional Signs. a. As used in this Section, optional signs are signs petitioned by area residents for installation along streets or alleys and include all notice and warning signs. Optional signs do not include signs deemed necessary or required by the City for traffic regulations, control, and public notice. b. All optional signs requested by area residents, but not deemed necessary or required by the Public Works Director, will be installed upon order of the City Council and upon payment in an amount established by City Council Resolution. SECTION 2. SUMMARY PUBLICATION. Pursuant to Minnesota Statutes Section 412.191, in the case of a lengthy ordinance, a summary may be published. While a copy of the entire ordinance is available without cost at the office of the City Clerk, the following summary is approved by the City Council and shall be published in lieu of publishing the entire ordinance: The main focus of the sign ordinance amendment is to modify the size of "for sale" and "for lease" signs for commercial properties. For new construction, a free standing or wall-mounted sign is allowed at a size of up to 32 sq. ft. After one year, however, the size must be reduced to the allowable size for existing buildings. For existing buildings, the following options are available: The sign may be incorporated into an existing monument sign at a size of 15-25 sq. ft., the sign may be :freestanding at a size of 12-18 sq. ft., with certain restrictions on location and height, or the sign may be mounted to the building at a size of 12-18 sq. ft. SOUTH ST. PAUL PUBLIC SCHOOLS SPECIAL SCHOOL DISTRICT NO. 6 MARCH 24, 2014 The regular meeting of the Board of Education, Special School District No. 6, South St. Paul, was held in the South St. Paul City Council Chambers of City Hall, 125 – Third Avenue North, on March 24, 2014. The members of the South St. Paul Board of Education and audience recited the Pledge of Allegiance. The Board of Education celebrated the following Quality-in-Action items: The preschool staff highlighted video clips that demonstrate a typical day in preschool classrooms at Lincoln Center and Kids’ Choice. A motion passed approving the minutes from the previous meeting. A motion passed approving the staffing as presented. A motion passed approving to schedule a joint board meeting with Independent School Districts 197 and 199. A motion passed approving to schedule special work sessions for strategic planning work. A motion passed approving the 2014-15 district holiday schedule. Salem Hills Elementary IMC 5899 Babcock Trail Inver Grove Heights, MN 55077 MINUTES School Board Goals • To provide a safe, caring and respectful learning environment; • To develop a financial decisionmaking process focused on full implementation of the vision and mission of the district; • To assure a district wide system will be in place that places curriculum as a high priority and is articulated Pre-kindergarten through grade 12; • To promote effective and innovative teaching and competent performance by all district staff; • To assure district wide facilities support and enhance innovative teaching and learning needs and requirements; • To assure open and honest communication and to promote community involvement and partnership. I. Call to Order Chair Nordstrom called the meeting to order at 5:34 p.m. II. Roll Call Members Present: Cindy Nordstrom, Tom Begich, Lynette Stensgard, and Paul Mandell. Members Absent: Allen Gerber, Mark Westpfahl, and Bridget Cronin. III. Pledge of Allegiance Chair Nordstrom led the Pledge of Allegiance. IV. Approval of Agenda Items Motion by Member Mandell and Second by Member Stensgard to approve the agenda items. Motion carried 4-0. V. Visitor/Staff Communication A. Salem Hills Elementary Staff 1. Teachers Jean White, Cindy Ford and Barb Burch presented information regarding their work with Ashoka. A video was shared emphasizing the importance of teaching empathy among children. Salem Hills Elementary is currently the only school in the state of Minnesota that is honored by Ashoka. Congratulations Salem Hills. 2. Michele Haedrick and Melissa Rolfes provided a brief overview of their work with RTI Reading groups and the great strides students were making at all levels. Students are grouped into various levels including Tier III, Tier II, Tier I, and Cluster Groups. Teachers meet weekly to discuss the data collected. Depending on the level students are working to primarily focusing on phonics at the lower levels, to enforcing literacy by design or comprehension skills at the higher levels. 3. Danielle Peterson provided an update regarding their work with National Urban Alliance (NUA). Goal is to show that every child can be successful with curriculum based on Pedagogy of Confidence. A select group of staff are currently learning how to utilize the new ideas and tools that are being taught and are very excited to bring these tools and ideas back to all staff. NUA founder Yvette Jackson will be addressing all in March. B. Committee Reports 1. Standing Committees a. Facilities: ARY representative Paul Youngquist provided the Committee with a budget review and update for each project within the referendum. Tim Rabbitts from Hallberg Engineering provided an update on the Card Access Project. The Committee reviewed designs of the new media space and the plans for the remodeled IMC space at Salem Hills. More detailed information can be found on the district website under District Facilities Information and Updates. b. Finance: Wells Fargo provided a review of the Other Post Employment Benefits (OPEB) Trust Fund. The District continues to be in a strong financial position with OPEB investments. Mr. Mutzenberger provided the Committee with an update on the Safeway Transportation Contract. Mr. Mutzenberger also provided updates on the status of negotiations with several bargaining groups. c. Personnel: The Committee received an update on the progress of the required teacher evaluation. The 2014-2015 school calendar has been through the District process and will be placed on the next board agenda for approval. The Committee received information relative to tentative agreements for the District custodial, building clerical and food service units. The administration presented a plan for increasing maintenance/custodial personnel over the next two years and the Committee reviewed a position description for the Administrative Assistant to Human Resources. VI. Consent Agenda Motion by Member Mandell and second by Member Begich to approve the Consent Agenda as presented. A.
