NOTICE OF ASSOCIATION LIEN FORECLOSURE SALE 

WHEREAS, default has been made in the terms and conditions of the Amended and Restated Declaration of Regency Condominium Homes, Condominium No. 19 (henceforth the Declaration) dated November 1, 1990 and recorded in the office of the Registrar of Titles in and for Dakota County, Minnesota on March 20, 1991 as Document No. 240029, which said Lien covers the following described property situated in the County of Dakota and State of Minnesota, to-wit: 

Apartment No. A-17 and Garage No. 68, Condominium Ownership No. 19, Regency Condominium Homes, according to the plat thereof on file or of record in the Office of the Registrar of Titles in and for Dakota County, Minnesota. 

(This is registered property, Certificate of Title No. 74705).

PID #02-03610-69-027 

WHEREAS, pursuant to said Declaration, there is claimed to be due and owing as of the date of this Notice by Foster D. Solem as unit owner, to Regency Homeowner’s Association the principal amount of Three Thousand Thirty Dollars and 66/100 ($3,030.66) for assessments, through June, 2018 and no action being now pending at law or otherwise to recover said debt or any part thereof, and; 

WHEREAS, pursuant to said Declaration, said debt creates a lien upon said premises in favor of Regency Homeowners Association. 

NOW, THEREFORE, notice is hereby given that by virtue of the power of sale created by statute, said lien will be foreclosed by the sale of said premises with the hereditaments and appurtenances, which said sale will be made by the Sheriff of Dakota County, Minnesota at the Sheriff’s main office, Dakota County Courthouse, Civil Division, 1580 Highway 55-Lobby S-100 in the City of Hastings in said County on August 23, 2018 at 10:00 a.m., at public auction to the highest bidder, for cash, to pay the amount then due for said assessments, together with the costs of foreclosure, including attorney’s fees as allowed by law. The time allowed by law for redemption by the unit owner, his personal representatives or assigns, is six (6) months from the date of said sale. 

TIME AND DATE TO VACATE PROPERTY: If the real estate is an owner-occupied single family dwelling, unless otherwise provided by law, the date on or before which the unit owners must vacate the property if the lien is not reinstated under section 580.30 or the property is not redeemed under section 580.23 is 11:59 p.m. on February 23, 2019. If the foregoing date is a Saturday, Sunday or legal holiday, then the date to vacate the property is the next business day at 11:59 p.m.

NOTICE OF SPECIAL MEETING OF THE CITY OF INVER GROVE HEIGHTS ECONOMIC DEVELOPMENT AUTHORITY 

NOTICE IS HEREBY GIVEN that the Board of Commissioners of the City of Inver Grove Heights Economic Development Authority, Dakota County, State of Minnesota (the “EDA”), will hold a special meeting on Monday, July 2, 2018, immediately following the regularly scheduled City Council work session meeting at Inver Grove Heights City Hall, 8150 Barbara Avenue, Inver Grove Heights, Minnesota. 

The purpose of the special meeting is to call for a public hearing to consider the creation of Economic Development District No. 11. NOTICE IS HEREBY GIVEN that sealed bids will be received, publicly opened, and read aloud by representatives of the City Council of Inver Grove Heights, Dakota County, MN, at the City Council Chambers at 8150 Barbara Avenue in said City at 11:00 a.m. on Friday, July 13, 2018, for furnishing all work and materials for consideration of City Improvements for City Project No. 1707 and shall include, but not be limited to, the following work: 

Site earthwork, concrete curb and gutter, bituminous parking lot, bituminous trails, aggregate trails, concrete pads and walks, electrical service and light poles, 4’ high chainlink fence and gates, 4’ high wood posts with woven wire fence, signage, storm water work, water service work, restoration and landscaping.

All work shall be completed by November 15, 2018 

Bids must be on the basis of cash payment for the work and materials, and no bid will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, certified check, or bidder’s bond, payable to the City, for not less than 5% of the bid, as a guarantee that the bidder will, within fifteen (15) days after notification of the award of contract, enter into an agreement with the City and furnish a bond for the full amount of the contract as provided for by law. This deposit will be subject to forfeiture as provided by law. 

Cash deposits, certified checks, and bidder’s bonds of the three (3) lowest bidders may be retained until the contract has been awarded and executed, but no longer than 90 days from the date of opening bids. All other deposits will be refunded promptly. 

The City reserves the right to reject any and all bids, to waive any informality therein, and to adjourn the meeting to a later date for the purpose of further consideration of the bids and taking action thereon. No bid may be withdrawn within 90 days after the date of opening of bids. 

The City Council will consider award of contract at their regular meeting held at City Hall on Monday, July 23, 2018 at 7:00 p.m. in the Council Chambers at 8150 Barbara Avenue.

A school board meeting and work session were held at 5:00 p.m. on Monday, June 18, 2018 at Henry Sibley High School, Room A-241, 1897 Delaware Avenue, Mendota Heights, MN. The following board members were present: John Chandler, Stephanie Levine, Joanne Mansur, Byron Schwab and Terry Stamman. Board members Brenda Corbett and Maureen Ramirez were absent. Superintendent Peter Olson-Skog was present. 

Motions carried to approve the agenda and consent agenda. The consent agenda included the minutes from the June 4, 2018 meeting; personnel recommendations; FY 18-19 routine organizational items; ISD 917 long-term facility maintenance plan; bus lease approvals; FY 18-19 resolution for membership in the MSHSL; and field trips. 

A motion carried to ratify the sale of the General Obligation School Building Bonds. 

A motion carried to approve the FY 17-19 agreement with the West St. Paul Principals’ Association. 

A motion carried to approve the FY 17-19 agreement with the district directors. 

A motion carried to approve the FY 17-19 agreement with the non-affiliated employees. 

A motion carried to approve the long-term facilities maintenance ten year plan. 

A motion carried to approve a plan for lead in water testing. 

A motion carried to approve the fresh produce request for proposal award. 

A motion carried to approve FY 18-19 budgets. 

A first reading of Policy 612.1, Development of Parental Involvement Policies for Title I Programs, was presented. 

A work session followed. The ATPPS annual report was presented. An update was given on the Business Education curriculum review process. An overview was presented on the construction timelines. Board members reviewed the School Board stipends. 

A closed session was held, pursuant to Minnesota Statute 13D.05, Subdivision 3a, for the annual Superintendent evaluation. 

The meeting adjourned at 8:45 p.m. 

The next regularly scheduled School Board meeting of Independent School District 197 is scheduled for Monday, August 6, 2018 at 6:00 p.m. at the Mendota Heights Council Chambers, 1101 Victoria Curve, Mendota Heights, MN.
