PUBLIC COMMENT SOUGHT THE UNITED STATES ARMY SEEKS PUBLIC COMMENT ON A PROPOSED PLAN FOR CHANGING CERTAIN REMEDIES FOR SOIL CONTAMINATION IN OPERABLE UNIT 2 AT THE NEW BRIGHTON/ARDEN HILLS SUPERFUND SITE/TCAAP RAMSEY COUNTY, MINNESOTA The U.S. Army (Army), in conjunction with the USEPA and MPCA, recently completed a review of certain remedies for soil contamination in Operable Unit 2 (OU2) at the Twin Cities Army Ammunition Plant (TCAAP). Remedial action requirements were previously set forth in the 1997 OU2 Record of Decision (ROD). The sites included in the Proposed Plan covers soil contamination at areas of concern that were not previously addressed (Site A, 135 Primer/Tracer Area, and Minnesota Army National Guard Environmental Baseline Survey Areas), though the Site A soil contamination was located immediately adjacent to a prior and much larger Site A remediation area conducted in 1998/1999. The Army seeks the public’s comments on proposed changes to the remedies. The USEPA, in cooperation with the MPCA, has authority for the final approval of the proposed changes. No Further Action is the preferred alternative for these sites. A remedy was previously implemented at this site in May-June 2013, which included excavation and off-site disposal of contaminated soils that exceeded cleanup levels. The 2013 remedy included a public notice and was previously approved by the USEPA and MPCA. The 2013 remedy eliminated the risks and potential risks to human health and the environment associated with the contaminated soil. The Engineering Evaluation / Cost Analysis, the Removal Action Completion Report, the Proposed Plan, and other site-related documents are available for review at the TCAAP Office, 470 West Highway 96, Suite 100, Shoreview, Minnesota, 55126, between 8:00 AM and 3:00 PM, Monday through Friday. Before making a final decision, the Army, USEPA, and MPCA will consider written comments on the proposed changes from January 8, 2014 through February 7, 2014. Written comments must be postmarked no later than February 7, 2014, and must be sent to Mr. Michael Fix, Commander’s Representative, Twin Cities Army Ammunition Plant, 470 West Highway 96, Suite 100, Shoreview, Minnesota, 55126. The Army will respond to public comments that are received during the public comment period in a responsiveness summary attached to the OU2 Record of Decision amendment. If requested, a public meeting can be scheduled, as necessary.
