The Ramsey County Public Works Department hereby gives public notice of its intent to aerate certain County lakes to prevent winterkill of fish. Aeration systems create open water and thin ice. Stay clear of marked areas! The County intends to use both permanent and mobile systems, which will be operated between November 20, 2017 and April 17, 2018, as needed. Mobile systems will be used at Como, Otter, Beaver, Loeb, and Pickerel lakes. Permanent systems will be used at Owasso, and Silver Lake in North St. Paul. The Department of Natural Resources has issued permits to the Ramsey County Department of Public Works to do this work.

Valley Branch Watershed District (VBWD) is proposing to construct a spent lime system at Joy Park Neighborhood Preserve to treat stormwater entering Silver Lake. The proposal is to construct the system in the buffer of a Manage B wetland. Maplewood’s wetland ordinance requires a 75-foot wetland buffer be maintained around a Manage B wetland. The City Council may waive the requirements of the wetland ordinance for construction or maintenance of public or semi-public streets and utilities through buffers where it determines there is a greater public need for the project than to meet the requirement of the code.

Notice is hereby given that the City Council of North St. Paul will meet in the Council Chambers of City Hall, located at 2400 Margaret Street, North St. Paul, at 6:30 p.m. on Tuesday, February 20, 2018, to consider the public improvements for the 2018 Street and Utility Improvement Project, S.A.D. 18-01. The Locally Preferred Alternative includes the definition of the mode, conceptual alignment and general station locations which can be refined through further environmental and engineering efforts. The Locally Preferred Alternative is defined as modern streetcar within a dedicated and shared-use guideway for approximately 11.7 miles connecting Union Depot in downtown Saint Paul, the downtown, W. 7th and Highland Park neighborhoods in Saint Paul, the Minneapolis-Saint Paul International Airport and the Mall of America in Bloomington generally along Green Line, 5th and 6th Streets, W. 7th Street, Minnesota Trunk Highway 5, crossing under Fort Snelling, crossing over Minnesota Trunk Highway 55 and connecting to Blue Line (see attached Figure 1).
