West St. Paul City Code Section 1200.04 Subd. 2 a. is hereby amended as follows: Subd. 2. Off-Sale Licenses. Off-sale licenses may be granted to permit the retail sale of alcoholic beverages containing more than 3.2% alcohol by volume in its original container for consumption off the Licensed Premises only. Such licenses may be issued to drug stores to which an off-sale license has been issued on or prior to May 1, 1994 and exclusive liquor stores. a. Number of Licenses. Salem Hills Elementary School has been accepted into the Ashoka network. Ashoka identifies schools that allow students to be changemakers in society. Ashoka selected Salem Hills because of the commitment students and staff have made towards feeling empathy for students in developing countries through their H2O for Life activities over the last six years. 2. Chad Klopp was honored as an Exceptional Educator at the TIES today. He teaches seventh grade U.S. history and sixth grade Minnesota history at Inver Grove Heights Middle School. He has embedded technology into classroom learning during each of his 10 years in Inver Grove Heights. Chad, along with his mirror teacher, has been working to develop a complete digital curriculum for the seventh grade U.S. history course. He uses Naiku and Socrative to administer formative and summative assessments along with a variety of other applications. 3. Kyle Golden has also been named a TIES Exceptional Educator. He started his teaching career at Inver Grove Heights Middle School in 2009 and has been exploring ways to incorporate technology into his history classroom ever since. This year, Golden has begun to incorporate the use of iPads into the classroom. He and his mirror teacher have developed digital formative and summative assessments that allow for instant feedback to students and teachers that guides instruction to where it is needed the most. 4. The first early release day of the year is this Friday, December 20. Secondary students will be dismissed at 11:05 a.m. and elementary students will be dismissed at 11:45 a.m. 5. Winter break starts Friday afternoon and runs through Wednesday, January 1. Students will return to school on Thursday, January 2. Good luck to all teams that have tournaments over the break. I .Call to Order Superintendent Wells called the meeting to order at 5:30 p.m. II. Roll Call Members Present: Member Nordstrom, Member Westpfahl, Member Begich, Member Stensgard, Member Mandell, and Member Gerber. ?Bridget Cronin arrived at 5:35 p.m. Members Absent: ?None. III. Pledge of Allegiance Superintendent Wells led the Pledge of Allegiance. IV. Annual Election of School Board Officers A. Dr. Wells initiated the election of school board officers by asking for nominations for the position of Board Chair. Member Stensgard made a motion to nominate Member Nordstrom to serve as Board Chair, seconded by Member Mandell. Member Gerber made a motion to nominate Member Westpfahl to serve as Board Chair, seconded by Member Westpfahl. Seeing no other nominations, Member Mandell motioned and was seconded by Member Stensgard to close nominations for the office of School Board Chair and move to a paper ballot. The ballots were collected and counted by Director of Business Services Jason Mutzenberger resulting in the election of Member Nordstrom to serve as Board Chair. Motion carried 4-3. B. Chair Nordstrom called for nominations for the position of Vice- Chair/Treasurer. Member Nordstrom made a motion to nominate Member Mandell to serve as Vice-Chair/Treasurer, seconded by Member Stensgard. Member Westpfahl made a motion to nominate Member Westpfahl to serve as Vice Chair/Treasurer, seconded by Member Gerber. Seeing no other nominations, Member Begich motioned and was seconded by Member Stensgard to close nominations for the office of Vice-Chair/Treasurer and move to a paper ballot. The ballots were collected and counted by Director of Business Services Jason Mutzenberger resulting in the election of Member Mandell to serve as Vice-Chair/Treasurer. Motion carried 4-3. C. Chair Nordstrom called for nominations for the position of Board Clerk. Member Stensgard made a motion to nominate Member Begich to serve as Board Clerk. Approval of Agenda Items Motion by Member Stensgard and Second by Member Mandell to approve the agenda items. Motion carried 7-0. VI. Business A. Motion by Member Westpfahl and Second by Member Stensgard to approve the resolution awarding the sale, determining the form and details, authorizing the execution, delivery, and registration, and providing for the payment of $24,750,000 general obligation school building bonds, series 2014A. Motion carried 7-0. VII. Personnel A. Summary of superintendent evaluation. The Board of Education evaluated the Superintendent in 8 areas: (1) Policy and Governance, (2) Communications and Community Relations, (3) Organizational Management, (4) Curriculum Planning and Development, (5) Instructional Leadership, (6) Human Resource Leadership, (7) Values and Ethics Leadership, and (8) Leadership and District Structure. The Superintendent scored, on average, “very good” using a nine point scale. None of the Superintendent’s scores in the individual categories were below a “good” rating. VIII. This summary is published in accordance with Minnesota Statutes, Section 471.6965. This is not the complete City Budget; the complete City Budget may be examined at the Finance Director's office in the Municipal Center at 1616 Humboldt Ave., West St. Paul, Minnesota, 55118 during the normal business hours of 8:00 a.m. until 4:30 p.m., Monday through Friday.
