SOLICIATION TITLE: RFP: Community Support Program Services 

SOLICITATION DESCRIPTION: Ramsey County, through the Social Services Department, seeks contractors who will provide Community Support Program (CSP) services focused on ending racial disparities using a family based approach to wellness for adults with mental illness(es) and substance abuse disorders in Ramsey County, Minnesota. Ramsey County’s family based wellness CSP services will be focused on parents who either have, or are at risk of having a child in out-of-home placement. Ramsey County Social Services Department (RCSSD) will be prioritizing services to communities of color, with the goal of decreasing racial disparities within our Child Welfare System. 

CSPs provide services to adults with serious mental illness (SMI), serious and persistent mental illness (SPMI) and/or substance abuse disorders. RCSSD expects providers to be able to incorporate integrated care for individuals with co-occurring disorders. 

CSP services should reflect the long-term racial equity goal consistently reflected in all Ramsey County Social Service policy and practice models. Policy and practice models specify actions to assure that the effects of programs do not give advantage to whites over people of color. Programs, services, and procedures are evaluated to assure access, service delivery and outcomes. 

RCSSD intends to use the results of this Request for Proposal process to award contracts to several Community Support Programs. RCSSD encourages new vendors, and those with expertise in serving diverse communities to apply. This RFP is continuous and proposals will be reviewed as funds are available. 

PRE-PROPOSAL MEETING: A non-mandatory Pre Solicitation Response Conference will be held at 1:00-2:00PM on December, 18, 2017 Central time, and on December 19, at 10:00-11:00AM at 402 University Ave. East, St. Paul, MN. 55130, Lower Conference Room. The purpose of the conference is to discuss the work to be performed and allow Contractors to ask questions concerning the solicitation. Questions and answers will be transcribed and posted on Onvia DemandStar after the meeting in the form of an Addendum. Neve moved and Anderson seconded the following resolution, which carried on a 7 – 0 vote: 

THAT contingent upon Christine Osorio completing the terms of her existing contract of employment, the Board approves her contract of employment for the period of July 1, 2018 through June 30, 2021, and directs the Chair and Clerk to sign on behalf of the same School Board. The terms of her new contract will include a 1.5% increase for year 4; and 1% increase for year 5; and a 1% increase for year 6. 

Coborn asked board members to set a work study session. Yener moved and Neve seconded the following motion, which carried on a 7 – 0 vote: 

THAT a work study session be held on December 12, 2017, from 4:30 – 5:00 p.m. in Room 202 of the District Education Center with the following agenda item: Audit/Budget Discussion.
