NOTICE OF ASSOCIATION NOTICE OF CONDOMINIUM ASSOCIATION LIEN FORECLOSURE SALE 

WHEREAS, default has been made in the terms and conditions of the Declaration of Bloomfield Townhomes (henceforth the Declaration) dated April 21, 1999 and recorded in the office of the County Recorder in and for Dakota County, Minnesota on August 13, 1999 as Document No. 1629230 said Lien covers the following described property situated in the County of Dakota and State of Minnesota, to-wit: 

Lot 6, Block 5, Bloomfield, C.I.C. No. 250, according to the plat thereof on file or of record in the Office of the County Recorder, in and for Dakota County, Minnesota.

WHEREAS, pursuant to said Declaration, there is claimed to be due and owing as of the date of this Notice by Ryanne Herdrich as unit owner, to Bloomfield Townhomes Association, the principal amount of Three Thousand One Hundred Eighty-six Dollars and 50/100 ($3,186.50) for assessments through February, 2018 and no action being now pending at law or otherwise to recover said debt or any part thereof, and; 

WHEREAS, pursuant to said Declaration, said debt creates a lien upon said premises in favor of Bloomfield Townhomes Association. 

NOW, THEREFORE, notice is hereby given that by virtue of the power of sale created by statute, said lien will be foreclosed by the sale of said premises with the hereditaments and appurtenances, which said sale will be made by the Sheriff of Dakota County, Minnesota at the Sheriff’s main office, Dakota County Courthouse, Civil Division, 1580 Highway 55-Lobby S-100 in the City of Hastings in said County on April 26, 2018 at 10:00 a.m., at public auction to the highest bidder, for cash, to pay the amount then due for said assessments, together with the costs of foreclosure, including attorney’s fees as allowed by law. The time allowed by law for redemption by the unit owners, her personal representatives or assigns, is six (6) months from the date of said sale. 

TIME AND DATE TO VACATE PROPERTY: If the real estate is an owner-occupied single family dwelling, unless otherwise provided by law, the date on or before which the unit owners must vacate the property if the lien is not reinstated under section 580.30 or the property is not redeemed under section 580.23 is 11:59 p.m. on October 26, 2018. If the foregoing date is a Saturday, Sunday or legal holiday, then the date to vacate the property is the next business day at 11:59 p.m.

CITY OF INVER GROVE HEIGHTS

DAKOTA COUNTY, MINNESOTA

ORDINANCE NO. 1348

AN ORDINANCE AMENDING INVER GROVE HEIGHTS CITY CODE, TITLE 10, CHAPTER 2, SECTION 2, REGARDING THE DEFINITION OF PARK-AND-RIDE FACILITY AND TITLE 10, CHAPTER 14, SECTION 2, ADDING PARK-AND-RIDE FACLIITIES TO THE LIST OF INTERIM USES 

THE CITY COUNCIL OF THE CITY OF INVER GROVE HEIGHTS ORDAINS AS FOLLOWS: 

Section One. Amendment. The definition of Park-and-Ride Facility to be added in Title 10, Chapter 2, Section 2, of the Inver Grove Heights City Code is hereby amended as follows: 

PARK-AND-RIDE FACILITY: A designated parking area where individuals can park their private vehicles and access public or private transportation or carpool for the remainder of the journey. There are many different types of parking services and facilities available, including but not limited to: Metropolitan Council transit park-and-ride facilities, park-and-ride services set up by private companies, and remote airport parking (park-and-fly). A park-and-ride facility does not include a situation where transportation from the site and allowance of parking is part of a transaction that includes a rental of a hotel or motel room. 

Section Two. Amendment. Title 10, Chapter 14-2, INTERIM USES ENUMERATED, of the Inver Grove Heights City Code is hereby amended to add the following: 

I. Within B-3, B-4, and P zoning districts, park-and-ride facilities such as short-term parking and park-and-fly lots shall be allowed subject to the conditions contained in an approved interim use permit and subject to the following: 

1. the applicant shall show that there is no substantial conflict in the principal operating hours of the two or more uses for which the joint use of off street parking facilities is proposed. 

2. required parking facilities serving two or more uses may be located on the same lot, provided that the total number of parking spaces so furnished shall be not less than the sum total of the separate requirements for each use during any peak hour parking period when the parking facility is utilized at the same time. 

3. off street parking spaces shall not be utilized for open storage of goods or for the storage of vehicles that are inoperable or for lease, rent or sale. 

4. when making an interim use application the applicant shall address criteria such as landscaping, screening from abutting properties, lighting, access, security, storm water, traffic generation, hours of operation and snow removal for the proposed park-and-ride facility. 

Section Three. Effective Date. This Ordinance shall be in full force and effect upon its publication as provided by law.

The City Council of West St. Paul does ordain: 

SECTION 1. West St. Paul City Code Section 34.07 relating to a Electric Utility Tax is hereby amended as follows: 

§ 34.07 ELECTRIC UTILITY; TAX. 

SECTION 2. SUMMARY PUBLICATION. Pursuant to Minnesota Statutes Section 412.191, in the case of a lengthy ordinance, a summary may be published. While a copy of the entire ordinance is available without cost at the office of the City Clerk, the following summary is approved by the City Council and shall be published in lieu of publishing the entire ordinance: 

The City is increasing the revenue of gross earnings tax it receives from Xcel as part of its electric franchise agreement from 5% to 6%. 

SECTION 3. EFFECTIVE DATE. This Ordinance shall be in full force and effect on July 1, 2018.
