HENNEPIN COUNTY PUBLIC COMMENT SOLICITED AND NOTICE OF PUBLIC HEARING The Hennepin County Board of Commissioners is soliciting written public comment on the Hennepin County Consortium Draft 2014 Action Plan, which will be submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2014. The Hennepin County Consortium includes all cities in suburban Hennepin County. Purpose: The 2014 Action Plan will guide the use of approximately $4.1 million in funding for housing and community development activities in suburban Hennepin County: $2.5 million through the Community Development Block Grant Program (CDBG), $1.4 million through HOME Investment Partnerships Program (HOME), and $203,197 through the Emergency Solutions Grant Program (ESG). Written Comment: Written comments will be accepted for 30 days beginning April 11, 2014, and ending May 12, 2014. Written comments must be submitted by 4:30 p.m., May 12, 2014, and be addressed to Margo Geffen, Manager, Housing Development and Finance, Hennepin County Housing, Community Works and Transit Department, 701 Fourth Avenue South, Suite 400, Minneapolis, MN 55415. Written comments received by May 12 (4:30 p.m.) will receive a written response. A copy of the comment letter and the county’s response will be included in the documents submitted to HUD. The draft 2014 Action Plan will be available April 11, 2014 on the county’s website (www.hennepin.us – search Action Plan). Copies of the plans will also be available for review at the suburban Hennepin County Regional Libraries (Brookdale, Ridgedale, and Southdale) until May 12, 2014. NOTICE OF PUBLIC HEARING CONCERNING COMCAST’S FORMAL CABLE TELEVISION FRANCHISE RENEWAL PROPOSAL AND ITS PAST PERFORMANCE UNDER APPLICABLE LAWS AND THE EXISTING CABLE FRANCHISES GRANTED BY THE NORTH SUBURBAN COMMUNICATIONS COMMISSION’S MEMBER CITIES The North Suburban Communications Commission (the “Commission”), on behalf of its member cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, Roseville, St. Anthony, and Shoreview, Minnesota, (the “Member Cities”) is currently in the process of reviewing a formal cable television franchise renewal proposal submitted by Comcast of Minnesota, Inc., (“Comcast”) on December 20, 2013, to determine whether it meets community cable-related needs and interests, taking cost into consideration. The Commission is also assessing Comcast’s past performance under applicable laws and the current cable franchises awarded by the Member Cities to assess whether Comcast should be granted renewal franchises by the Member Cities. The Commission will ultimately make a recommendation to the Member Cities as to whether they should grant Comcast renewal franchises on the terms proposed in the company’s formal renewal proposal or preliminarily deny renewal, taking identified community cable-related needs and interests, associated costs and Comcast’s past performance into consideration. As part of its ongoing review, the Commission will open a public hearing on April 17, 2014. The public hearing will commence at 6:30 p.m., or as soon thereafter as individuals and/or organizations, including Comcast, may be heard, at the Shoreview City Council Chambers, which are located at 4600 North Victoria Street, Shoreview Minnesota. The public hearing will remain open for the submission of written testimony and/or written comments until May 1, 2014, when the Commission will close the public hearing during its regularly scheduled meeting. CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA SUMMARY OF ORDINANCE NO. 2014-003 On the 31st day of March, 2014, the Arden Hills City Council adopted Ordinance No. 2014-003, and by the four affirmative votes pursuant to Minn. Stat. §412.191, Subd. 4, directed that a summary of Ordinance 2014-003 be published. Ordinance 2014-003 is entitled “An Amendment to Section 1325.045, Subd. 1 – Multi-family Dwelling Units Additional Conditional Use Permit Criteria of the Zoning Code in Order to Revise the Minimum Unit Size Standards for Multi-family Dwelling Units.” The purpose of the amendment is to revise the minimum unit size standards for multi-family dwelling units. NOTICE OF PUBLIC HEARING ON A PROPOSAL FOR ISSUANCE OF A HOUSING AND HEALTH CARE REVENUE REFUNDING NOTES (PHS/LAKE MINNETONKA CAMPUS PROJECT) Notice is hereby given that the City Council of the City of Arden Hills, Minnesota (the "City"), will meet in City Council chambers at the Arden Hills City Hall, 1245 Highway 96 West, in the City, at 7:00 p.m. on Monday, April 28, 2014, to consider giving host approval to the issuance by the City of Chanhassen, Minnesota ("Chanhassen"), the City of St. Bonifacius, Minnesota ("St. Bonifacius"), and the City of Spring Park, Minnesota ("Spring Park", and together with Chanhassen and St. Bonifacius, the "Issuers") of revenue obligations, in one or more series (the "Notes"), under Minnesota Statutes, Chapter 462C (the "Act"), in order to refinance the cost of a project located in the City, pursuant to an existing housing program (the "Housing Program") and a joint powers agreement with the Issuers and with Ankeny, Iowa. PHS/Lake Minnetonka, LLC (the "Borrower"), an affiliate of Presbyterian Homes and Services, a Minnesota nonprofit corporation, proposes to refinance a Project consisting of refunding the outstanding principal amount of the City of Spring Park, Minnesota $28,000,000 Housing and Health Care Revenue Note, Series 2010 (PHS/Lake Minnetonka Campus Project), the proceeds of which were used to (i) finance the acquisition, construction, and equipping of new facilities, the demolition of 2 existing buildings, and the renovation of existing facilities to create a senior housing development that consists of 236 senior housing units, including 166 independent living units, 52 assisted living units, 18 memory care units, and an approximately 20,000 square foot town center for use by the residents of the senior housing units located at 4501, 4523, 4527, and 4599 Shoreline Drive in Spring Park; (ii) refund Spring Park's outstanding Multifamily Housing Revenue Bonds (Presbyterian Homes Housing and Assisted Living, Inc. Project) Series 2007 which were issued to finance the acquisition and renovation of a 75-unit multifamily housing development comprised of 2 buildings located at 4601/09 Shoreline Drive and 2380 Island Drive in Spring Park (the "Park Hill Apartments") and to refinance the acquisition and renovation of a 51- unit multifamily housing development comprised of 3 buildings, located at 4579, 4589, and 4599 Shoreline Drive in Spring Park (the "Shoreview Apartments") (collectively, the "Spring Park Portion"); and (iii) refund a portion of the outstanding City of Arden Hills, Minnesota Health Care and Housing Revenue Refunding Bonds (Presbyterian Homes of Arden Hills, Inc. Project), Series 1999B, which were issued to finance the costs of the refinancing, acquisition, construction or renovation of certain housing and health care facilities located at 3120 and 3220 Lake Johanna Boulevard, Arden Hills, and at the time of issuance, commonly known as "Lakeview Residence," a 177-unit elderly assisted-living facility, "Sutton Place," a 19-unit elderly independent-living facility, and "McKnight Care Center," a 208- bed nursing home facility in the City, now collectively known as "Johanna Shores" (the "Arden Hills Portion," and together with the "Spring Park Portion," the "Project") and other facilities located in Spring Park and Bloomington, Minnesota and Ankeny, Iowa. The Spring Park Portion of the Project is owned and operated by the Borrower and the Arden Hills Portion of the Project is owned and operated by Presbyterian Homes of Arden Hills, Inc., an affiliate of Presbyterian Homes and Services. The total maximum aggregate estimated principal amount of notes or other obligations to be issued by the Issuers is $27,900,000. The obligations, as and when issued, will not constitute a charge, lien, or encumbrance upon any property of the City or the Issuers, except the Project and the revenues to be derived from the Project. Such notes or obligations will not be a charge against the City's or the Issuers' general credit or taxing powers but are payable from sums to be paid by the Borrower pursuant to a revenue agreement. At the time and place fixed for the public hearing, the City Council of the City will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. SHOREVIEW’S SPRING WATER SYSTEM FLUSHING Spring Water System Flushing The Shoreview Water Department reminds residents that the maintenance crews will be flushing the City’s water mains beginning the week of April 21, 2014. The entire system will be flushed during this annual procedure. This usually takes three weeks to complete. Residents may notice discolored water for a short period, after nearby hydrants have been flushed. Although the water is safe for consumption, you may want to reschedule laundry or other work that may be affected by the discolored water. If the water is discolored, flush out your service pipes by running the laundry tub faucet or the outside faucets.
