Anthony Bartz charged in death of 36-year-old James Newman Frank
The man killed during an argument with another man in South St. Paul Oct. 28 has been identified as 36-year-old James Newman Frank.
When officers arrived to the 400 block of Fourth Avenue South around 2 a.m. — shortly after the incident took place — they found Frank on the ground in a residential yard with two puncture wounds to his upper body.
Anthony Bruce Bartz, 30, of West St. Paul, who was found nearby, is being charged with second-degree murder — without intent and while committing a felony.
