License pulled for Inver Grove Heights massage parlor implicated in prostitution

Some two weeks after its owner was arrested, Herb Spa Massage Parlor in Inver Grove Heights has officially had its business license stripped by the city.

The Inver Grove Heights City Council during a special Aug. 5 meeting unanimously voted to revoke the massage business license for USAI, LLC, which operated Herb Spa at 9086 Buchanan Trail.

The move came after owner and operator Xueyan Wang was arrested and charged with four counts of second-degree prostitution.

City attorney Bridget Nason said Wang was granted a license for USAI, LLC, in 2017. It was renewed in both 2018 and 2019. 

After an investigation revealed alleged illegal conduct at the business that constituted the potential basis for a license violation, city staffers began work for the revocation or suspension of the massage business license. 

Nason said there have been conversations between city staffers to revisit the city’s massage therapist and massage business licensing ordinances to see if there are any revisions that should be made.
