More East Side road projects planned for 2019

graphics courtesy of City of St. Paul Margaret Street is a bike boulevard, meaning the road is meant to be shared between cyclists and drivers without separate, marked bike lanes. Work along the street this year will include the installation of traffic circles and curb bump-outs to serve as traffic-calming features to slow down vehicles on the street.

On East Seventh Street, a series of bump-outs and traffic signals will be installed at the Margaret and Greenbrier streets intersections to make it safer for pedestrians to cross the busy throughway.

The City of St. Paul has a number of construction projects it will be managing on the East Side this summer.

One project — the Margaret Street bike boulevard — will be a carry-over from 2018. The project area includes all of Margaret Street from Forest Street to McKnight Road and a section of McKnight between Minnehaha Avenue and Hudson Road. 

According to the city’s information about the project, the goal is to create traffic-calming features that make the road safer for all modes of transportation. Traffic circles will be constructed at the intersections of Atlantic, Hazelwood, Flandrau, Hazel and Winthrop streets, while curb bump-outs will be built at the intersections of Forest, Earl, Ruth streets and McKnight Road. 

The work on Margaret Street will also include updating all pedestrian curb ramps and replacing the sidewalk. Along McKnight Road, an off-street trail will be built on the west side of the roadway. 

This year’s work — which is planned to begin April 15, depending on the weather — will start with St. Paul Regional Water Services replacing lead pipes in the construction zone.

Once that work is done, sidewalk and curb work will begin, starting at the intersection of Margaret and McKnight and moving west on Margaret. The McKnight Road work will start at the intersection of Minnehaha Avenue and move south.

Smaller projects

Another project the city is planning for 2019 includes a series of pedestrian safety improvements along East Seventh Street in Dayton’s Bluff. The project area includes the East Seventh and Margaret streets intersection and the intersection at Greenbrier Street. 

According to the city’s information about the project, the intersection of Greenbrier and East Seventh will have a HAWK — high intensity activated crosswalk signal — installed, and parking on eastbound East Seventh will be removed to add a sidewalk bump-out for pedestrians. 

At the intersection of Margaret and East Seventh, the temporary, painted bump-outs will become permanent, raised concrete bump-outs.

A rectangular rapid flash beacon will also be installed at the intersection and a median refuge island will be added in the middle of the road to serve as a safe spot for pedestrians and bicyclists crossing East Seventh Street.
