Marjorie Otto/Review

The Chinese pavilion and Hmong Heritage Wall at Phalen Regional Park were finished just in time for the snow to fly, as seen Nov. 6. The first step in a multi-phase project, the garden is a part of a sister-city relationship between the City of St. Paul and the city of Changsha in the Hunan Province in China.  Future phases of the project will include a water-side patio, an entrance arch, and an arched bridge. The pavilion, constructed by Chinese artisans, in a replica of the famous Aiwan pavilion in Changsha.
