Woman found dead, teen sexually assaulted on East Side

A 33-year-old man was charged July 25 with kidnapping and sexual assault and is a suspect in a woman’s death following events that unfolded two days prior at an East Side residence.

A 39-year-old woman was found dead and a 16-year-old girl was sexually assaulted in a townhome in the 1500 block of East Jessamine Lane during the morning of July 23. 

According to police, Ivan Dan Walker, who was known to both the woman and the girl, was arrested for kidnapping and criminal sexual conduct and is being investigated as a suspect in the woman’s death. 

The Ramsey County Attorney’s Office charged Walker, from East St. Louis, Illinois, with one count each of felony first-degree criminal sexual conduct and felony kidnapping. The maximum sentence is 30 years for the criminal sexual conduct charge and 20 years for kidnapping. 

St. Paul police said officers were called to the residence just before 7 a.m. on July 23. When they arrived, the officers found the woman, who appeared deceased upon their arrival. St. Paul Fire medics were called and pronounced her dead at the scene. 

While officers investigated the home, they found a girl who had been sexually assaulted and immediately brought her to the hospital for care, an examination and interview. 

Around noon that same day, police said Walker was found in downtown St. Paul and arrested without incident.

According to the criminal complaint against him, the teen said the dead woman was her cousin. She said she was downstairs on a couch while Walker, the woman and the woman’s sons were upstairs. 

The teen said Walker came downstairs and allegedly assaulted and raped her, according to the complaint. She said she tried to fight back, biting him on the hand. The teen said he allegedly threatened to kill her, telling her he had already killed the woman. 

The teen said she saw him snort cocaine and leave some by the dead women, allegedly telling her he was going to try to make it look like she died from an overdose, the complaint says. Walker then allegedly went on to rape the teen two more times before she was able to convince him to leave, telling him she wouldn’t report him to the police. 

Once he left, the girl gave one of the woman’s sons a knife, told him Walker killed his mother, locked the door, and called police.

When police interviewed Walker, he allegedly denied that he was there and gave an alibi. However, when police spoke with the alibi witness, the witness did not confirm Walker’s alibi.

According to the criminal complaint, police also found bite marks on Walker’s hand that matched what the teen had described. 

Walker has a warrant out of St. Louis County, Missouri, for a parole violation associated with a second-degree robbery conviction. 

While the woman’s death is being investigated as a homicide, the exact cause and manner of death has not yet been determined by the Ramsey County Medical Examiner.

Walker’s next court appearance is Aug. 7.
