Mounds View man called women at random, sexually harassed them

A 24-year-old Mounds View man has been charged with two felony counts of stalking for calling women and engaging them sexually over the phone during scores of unwanted calls.

According to charges filed in Ramsey County District Court March 31, Taylor James Rubbelke allegedly made harassing phone calls in late 2016 to multiple women he either dialed at random or whose phone number he found on Craigslist.

He allegedly told investigators that if a woman answered the phone, he “would try to engage them in conversation while masturbating for his own sexual gratification,” according to the criminal complaint. 

 

More than six 

dozen calls

Though Rubbelke’s alleged behavior included some 78 calls between Nov. 23 and Dec. 5 last year — and more calls possibly stretching beyond that window to previous months — law enforcement wasn’t tipped off until early December, when the father of a 16-year-old girl in Cottage Grove called police on behalf of his daughter. 

According to the complaint, the girl had 

eceived repeated calls from a blocked number and after a while she decided to answer, finding a man’s voice on the other end calling her by name. The complaint says the man went “into graphic detail regarding sexual acts that he would like to do to her.”

 

Several other women 

It was that Dec. 7 report that sparked a police investigation.

Looking at phone records, officials found Rubbelke allegedly began each call by dialing *67, which masked his number from the receiver’s view, but did not block investigators from discovering the calls were coming from his phone. 

On Nov. 30, Rubbelke allegedly made repeated inappropriate and unwanted calls to a St. Paul woman, saying “he was in love with her” and speaking to her “romantically,” the complaint says. 

Though the woman continued to hang up on the caller, he called her at home and work 13 times that day. 

 

That same day

Also on Nov. 30, Rubbelke placed 39 calls to a number belonging to a different woman from St. Paul, calling her three more times the next day. 

According to the victim, one time she answered and heard the man on the other end -- alleged to be Rubbelke -- “moaning and groaning,” and speaking explicitly of body parts and sexual activities.

The woman told police she’d received similar calls from a blocked number at the beginning of 2016 as well, and thought they might have come from the same man. 

 

Two felony charges

According to the complaint, in a Jan. 6 interview with police, Rubbelke admitted to making the harassing calls. 

He allegedly explained he dialed numbers largely at random, while he found other numbers by searching Craigslist for women who had attempted to sell things. He told police he would use the name of a women if she had included it in her Craigslist ad.

Rubbelke is facing two counts of felony stalking. According to Minnesota statute, the maximum penalty for each count is 5 years in prison, a $10,000 fine, or both. 

He has previous convictions for burglary, theft and possession of drug paraphernalia

A date has not yet been set for Rubbelke’s first appearance in court.
