South St. Paul police seek help in finding non-compliant sex offender
UPDATE: On Monday, March 13, the South St. Paul police sent out a press release stating that with the assistance of the U.S. Marshall’s Fugitive Task Force, the Minnesota BCA and Minneapolis Police Department, Blair had been taken into custody on Sunday, March 12.
South St. Paul police are asking for the public's help in locating a non-compliant level-3 predatory offender. Christopher Donald Lee Blair, 35, is also wanted on charges of first-degree criminal sexual conduct.
According to the Minnesota Department of Corrections, Blair has a history of attempted kidnapping of adult female victims. He gained access to women by approaching them in public places and would use a weapon to threaten his victims, who did not know him.
He is 6-feet, 1-inch tall and weights 212 pounds. He has brown hair, with possible facial hair. He was last seen wearing a black hooded sweatshirt with "Blair" on the back. Investigators believe he may be driving a 2015 Grey Ford Fiesta, MN plat 115-TGV.
Blair is known to carry weapons. Do not approach him if you see him. Anyone with information on his whereabouts is urged to call 911.
