Intersection of Hadley Avenue, Highway 36 to be revamped

Short Elliot Hendrickson, Inc. will do preliminary design work and provide public involvement services for the Hadley Avenue and Highway 36 interchange project. The Washington County Board of Commissioners approved a $865,305 contract with the company Aug. 9.

The intersection is controlled by a traffic signal, and has double the crash and severity rate for similar intersections. It operates poorly now, and traffic volumes are expected to increase 50 percent in the next 15 years. The traffic at the intersection is 30,700 vehicles per day on Highway 36 and 14,500 vehicles per day on Hadley Avenue.

The city of Oakdale, Washington County, the Minnesota Department of Transportation and the Minnesota Department of Natural Resources have partnered to convert this intersection into a grade separated interchange with an overpass and ramps.

The project includes improvements to local street and frontage road connections, as well as a Gateway State Trail underpass. The project received a state transportation and economic development grant and a federal grant, showing the importance and benefit of this project. Funding sources for the project are:

• $4 million transportation and economic development state grant

• $7.5 million Metropolitan Council Regional Solicitation/Federal Grant

• Approximately $5 million shared between County State Aid and local contributions

• A Department of Natural Resources $1 million federal grant for improvements to the Gateway Trail

• A private donation from Fleet Farm, which committed to providing $2.57 million in the form of a land donation to assist for the project.

 

SEH will provide project coordination, system planning, traffic analysis, preliminary engineering, environmental documentation and public involvement. Construction is scheduled to begin in 2019.
