The 33rd annual Antique Sleigh and Cutter Festival returned to the Phalen Park Golf Course during St. Paul Winter Carnival events. The St. Croix Horse and Carriage Society put on the festival, featuring beautifully-maintained sleighs and drivers in vintage dress Jan. 25.
